I looked at Norway and although they came 2nd overall they only won one race all season and they won the CoN without winning any CoN races.
Had a look at NZ, I see that they could make the list,34 ranked riders and looking back over the past couple of seasons they have consistently improved.
so which team to add to list. NZ or Syria. will do both. and a quick decision can be made on which team to drop.
can do Norway as well if needed.

Norway should be in for sure, they won the CoN. Also think New Zealand deserves consideration.

Syria did a very good job as well with 7 ranked riders, but no riders in Top Division like United States Virgin Islands has.
