Best Rider Outside Top Division

Edited in Goldstone and Buelens. Decided to drop Chen, since he has a good chance of winning best young rider in my opinion.

As I mentioned in Best Rider, Wesley Goldstone and Chris-George Buelens probably belong in here and not there.
Would delete one hit Nederlandse wonder Chen, or Maira. Only one of these four can't go in I guess, 8 is fine.

Even though I love him, I don't think Slovak should be nominated here. A rider like Tom Bekooy has similar kinds of results but in higher divisions.  And I wouldn't necessarily say he would need to be nominated either.

Edit: Possible Clark McNair would be a decent substitute, he won a tour and finished 2nd in a classic, along with two regular wins.
