I agree to Frank. It's clear who should win the award, but getting a nomination is worth some recognition too to managers I am sure.

Norway, Burundi, Bulgaria, Laos would be my ideal four in that order. So if Netherlands in, my vote is for Bulgaria. If Laos is in, my vote is for Bulgaria.

I looked at Laos and other smaller nations, Laos could certainly swap for the Netherlands. The reasons Laos did not make my cut (and others).
1 did not have a particular improvement on their usual positioning/points.
2 some other action that made a mark on the season.
3 Not as important or could be classed as irrelevant. (But was part of my choice of candidates) pass voting and winners of WT manager
last couple of seasons. A 1st (over half of vote). B Team that Jumped 46th to 14th (220 pts to 558). C 1st place. D 1st place.
E Team having their best ever season 20th to 11th, 630pts ( just beat 1st team by 1 vote)
F 1st Team having best ever season (1st WT, 1st coN, most points ever, most wins in a season).

I would say we leave out Netherlands and replace them for Laos.
Maybe a vote between Bulgaria, Timor-Leste and Netherlands.

Just picked 3. Norway's season means that they probably go in as odds on favorite. Burundi (small nation done well). Netherlands (results just above pack).
