Looks fine as far as I can tell, I'd also put Podgórski straight onto the final ballot.

I agree with your first point. I guess 5 wins, even if lower division, are worth something.

Normann I was thinking about but his FR campaing has been testimonial, besides Helsinki (6th Bastogne Hasselt, 9th Route du Cidre, 9th Hengelo Eindhoven) and a couple of participations in Div2 races but finishing outside the points even.
