I love this category but it's one of the most difficult ones to do. If the game had twice the amount of managers, I'd like to see a double award - one for nations with <10 or <20 pages of riders, and one for nations with more riders. Or perhaps a nice formula that indexes results/points by division, available riders and team age - with a bonus for Tours/Classics. Honestly no idea how to compare winning so much with a Dutch team in higher divs to winning Edmonton and Montelbano with Czechs. Both are solid achievements. But I digress...
One thing I'd like to add is that countries could better be judged by rider amount than by active teams in my opinion. For example: Universal Soup is the only Vietnamese team, but their presence has generated 5 pages of riders to select for their single nation team. There are 2 teams from Burkina Faso, but they have only 3 pages of riders to choose from. Perhaps that's something to consider in the future.
In general I agree with the nominations below - including not selecting Velosipedska. I think I could have made a shortlist of 5, but there's arguments to be made for the others as well, and I'd like to have an even better season in the future!
I'd only like to note that I'd reconsider Sigue Sigue Sputnik, probably over Spin Doctors at this stage. Sputnik's rider pool is tiny, but he's up there in high divisions with larger countries. Spin Doctors won it last year, but had 2 fewer results and 1 instead of 3 jerseys. I think a former winner should really excel to win this niche category again.
At any rate, solid list - and I think you've got all teams that deserve to be considered here!

Thanks for the support people. I do think I'm a contender in this -- Jime's amazing season is built around one rider in the main, mine is absolutely a team effort. I would vote Holwerda over Spin Doctors for the remaining spot.

I mostly agree, in this case I would put Willunga in the vote and Universal Soup not, because Universal Soup dropped down and didn't get the results against the competition they faced last season. And for a New Zealand only team to be 8th, that has to be enough even with the lack of big wins.

Let me start this one with a shortlist, so we can get the discussion started They are in the order I'd put them in. These guys seriously had a good season so it will be difficult again!
Time Indaiatuba seems certain. Brasil is a pretty tiny nation and he won basically everything he rode, including Norway SC, Perm SC, and Kangaroo GC and YC.
Holwerda is the second highest placed team and won Nederlandse. I'd put him in.
Spin Doctors also solid in division 1, with a win in Cymru T. and Criterium La Provence. Also in for me.
Goege is from a 1 team country, ranked 81st, won Norway GC and Valparaiso YC. Is it enough? Probably yes/vote.
Universal Soup, also a 1 team country, ranked quite a bit lower at 192. Did win Oryx GC and SC (and dominated there) and RoTM GC. In the vote.
Velosipedska is still new-ish, 2 team-country, won Monte Rosa GC and RoTM YC, ranked #146. Is it enough? Probably no.
Willunga had an awesome season at #8 in the ranking now, but no classic or tour wins... Hurts me, because it seems pretty amazing to get so high with only a tiny nation (3 active teams) to get your riders from.
