I will try to help. I did most of the thinking from scratch with all the information we havwe now.
Douwe Bruin and Carl Wilson are the big scorers with both 1000+ points. Douwe has a little edge because he has two wins, but that was in Division 2 and 3, so not the victory for a top hiller. Carl hasn't won, but Hill races often end up in BA's, so I feel like second places are almost wins, so I think he should be in.
Giara has won the biggest race in hill category, Bergen Rundtur, so he could be in and since people already voted for him, I would put him in third spot for nominees.

Leaves us two or three places for votes. Maiga and Zhijun are mentioned and can be in for winning tours. Alston Dallas could be in as well, winning two races (div 1 and 1.1) and was second in Bergen.

Silenzio -- not sure about that; yes as a mathematician > 75 means that, but as an OCM player I feel it is min 75 based on the 4-9-4-9 training schedule, so it should be beyond the 74 point, if you get my gist.

Not sure what I have to do for checking. Since I see the numbers are not crunched on these guys, I guess I shouldn't check those yet.

When it comes to the selection, I think is fine, but I find hard to discern between the riders that haven't won anything of significance. To me Giara and Zhijun look easy to select given the amount and importance of things won, Wester as winner of Grasse-Toulon is nice but sometimes is more of a sprinty thing, and then Bruin is probably the best of the scorers without trophies, but then you got guys like Hellenga or Dallas that also seem to have done a good campaign overall and is not very clear what's the criteria for leaving them out besides raw amount of points (which might be a fine criteria anyway).

Looks hard to make a selection.
