Good list. I do miss a time trialer though. Bad luck they don't have classics.
Roland Perk also has a result in Germany Tour (4th) worth mentioning.
Fabio Borges also has a result in Norwich-London (5th) worth mentioning.
Peder Sivertsen was 6th in Germany, not 5th.

Goldstone and Buelens probably belong in Best Rider Outside Top Division now that I think of it.
And the #2 of the rankings Fabio Borges should be in as well. No classic or tour wins, but #2 is still #2.

I agree with taking Helio off. Not easy for a TTer to be able to join this list... I thought he had made enough for it. I mean, what else could he have made?

I would also take Jan Håland off. Didn't won anything...

I'd drop Hélio for sure and probably Håland.

In the new format we need 8 nominees max, so two of these will need to go. Difficult though. Two out of Helio, Goldstone, Buelens, and Håland I'd say.
