If it were up to me.

The Netherlands should not be in imo. They are by far the biggest nation and failed to win a race.
Chile is not really an exceptional performance either compared to other small countries around them and previous seasons.

Argentina needs to be in, only 18 ranked riders and ended 14th in the rankings.
The Central African Republic needs to be in as well, only 6 ranked riders and still top-20.

I would also argue for Hong Kong and Mongolia to be in. That would make 8 nominees, because all others deserve their place I guess. But I'm not as adamant they should be in as with the other two.
